I don't know what Canadian law is- but I don't think mailing gospel tracts is the best idea. due to the fact I think the best for of evangelism is living the Gospel and presenting Christ to those around you that way.

Only if you have the proper postage affixed to it. Putting non-postal deliveries into a mail box (Canadian or USA) is a violation of postal code.
