What is the normal mouse scrolling speed on Windows 8?

I am pretty OCD about this stuff. I was just scrolling around on my computer, and then it just slowed down. I checked my "vertical scrolling speed" under my mouse properties, and it was set to "3". What is the normal setting at? I could see it being 100, 50, 35, a lot of things. Yes, I know, some might say "just choose one you like", but I can't, I prefer the base setting (if you are OCD about this stuff, you'll understand). Yes, I know, I am using Windows 8. But, when a $1300 laptop goes on sale for $750, you buy it, no matter what OS.

Uninstall the laptop's Touchpad driver via Device Manager and then restart the Laptop.

Windows will automatically reinstall a new driver for the Touchpad when it loads up.

Now with the new fresh driver see if there are any improvements. If not then go to the laptop Brand website and download their most recent driver for your Touchpad. I would recommend you do this instead of letting Windows reinstall the driver. Window drivers are OK but sometimes not the ones you need for your product. Your laptop websites has the best drivers for your laptop so get it there
