Issues with my Dell Computer's Fan?I?

About two and a half, something like that, weeks ago. My Dell Computer fan went out. It's a Dimension model, I searched up reasons why it might have went out and solutions to it. I managed to cleaned the fans inside the CPU a bit, got a good amount of dust out. When its fan first quit working, every time I turned it on, a message would showing say press F1, etc.

Now that same message doesn't show, but I still don't hear the fan working. Also, it's still running slow. Like when I'm trying to watch YouTube videos. Is it time to have a professional look at it (again) and install a new fan/s or any other solutions. I received it as a Christmas present back in 2004 when I was in the 5th grade, so I'm guessing that's the year this certain model was out on the market.
