Joe Biden will never be elected as President. Biden ran for the Democratic Primary nomination in 1988. He dropped out after it was discovered he had exaggerated his past academic and profession record. (source: Wikipedia)

Biden also ran for the nomination in 2008, and was the first to drop out due to lack of support.

With that being said, no one including Biden will ever be worse than Barack Obama as President. There may be others who will be just as bad, including Biden, but no one could ever be worse.

I also have the notion that having Kim Jong Un as a leader would be marginally worse than having Joe Biden as president.
