what does (3.5mm Stereo Jack female) AV OUT and AV IN mean in my DVD plyer?
I want to know if I can use this DVD player to convert RF signal to AV.

You'd need an RF IN, and it would be very unusual for a DVD player to have that. I'm not even sure why a player would have an AV in jack. Maybe the AV in signal would pass through to AV out when the player isn't playing.

DVD players do not have inputs, as players have no use for inputs and manufacturers won't waste money on "teats on a bull". Either you have a recorder, or you are mistaken about one of the ports being an input.
Further, you cannot convert an RF signal to an AV signal without a tuner. There are DVD recorders that have tuners, but if you had one you would know it.
So the answer is No, you cannot use that DVD player to convert an RF signal to an AV signal.
However, VHS VCRs (Video Cassette RECORDER, not Player) do have tuners and AV outputs, so if you can lay hands on one (maybe one is stored in a closet, or a friend has one, or there's one for sale cheap at the second-hand store) you can do what you want (even if the tape transport no longer functions!). It is not a stereo jack it is a TRRS (one extra ring) stereo audio plus composite video, often a proprietary cable.
The out is to use the player on a larger TV or video monitor. The in is to use the player screen as an A/V monitor.
If RF is involved, you need a box to tune what the RF source is to A/V, or an RF modulator to modulate A/V onto RF for a TV that lacks A/V in.
