Red Spot wound in penis?

I never have sex and still a virgin. I masterbated almost eveyday before I have this red circle near the hole. I think the circle is like 1 1/2 cm. I think while I masterbate, I think I accidently cut it with my nail, strangly no blood. I think it is healing right now, but it wont go away. I see skin starting to heal, but after bed for tomorrow, a few skin come off and still in a healing process. I apply neosporin to stop it from infection. I have to be careful applying or the healed skin comes off or bleed a tiny bit. I masterbate a few times safely while I have the red spot, but a little pain from the scale of 1 to 10. I feel no pain right now and when i try to wash it with soap, it feels inflammable a little. Like a scale to 4 to 10 and 2 to 10 without soap only for a short seconds. Since it wont go away I stop masterbating now and still the red spot is trying to heal. I don't think this is STD is it?
