My 3 year old plays games (under my or my husbands supervision) on the computer maybe once a week. We go to the fisher price website, or the thomas the train website and play for maybe 30 mins (or less depending on his attention span for that day)
We also allow him on Youtube to look at videos of steam engines or kid songs. Again this is done with complete supervision, because I don't want him clicking on some videos that aren't age appropriate.
He is never allowed on the PC or laptop without me, as he doesn't understand how easily they can break.
Everything in moderation, and depending on the age of your kids, under complete supervision.

Familiarize them with it at younger age so that they'll be "savvy" when they're older, my sister got her own laptop (my parents gave her my hand-me-down since I had upgraded) at 6 years old. However, don't allow the child to be alone with the computer and explore it with them gradually as they grow older, because they will want to utilize it, and they will be curious. There are too many inappropriate things on the internet (especially YouTube) for young children to be browsing on their own, and all too often, parental restrictions can be more of a curse than a blessing, especially when the child has to constantly come get you to key in a password for every little thing. You do want to get your child comfortable with it earlier on, but take it in a gradual process, and never leave them alone with it on, give them their leeway slowly but surely at least until they are about 13-14 years of age.

I have worked in childcare for the last 5 years, and in the last 2 years my colleges and I have noticed a MAJOR change in the behavior and the development of the children in our care, and we believe this is because of the access the children we care for have to iPads and smartphones - they are so easy for the children to use, and parents seem to turn to these as babysitters. Some children even own their own and bring them to care with them! We are now observing that the children seem to not know how to use the resources provided for them, and are not fully engaging in play. We understand the we are now living in a world focused on technology, and it is important for children to have exposure to technology, but as previous posters have said, everything in moderation. It is also important for your children to play with items they can manipulate and explore - as this is how they learn.
