On a bi-weekly pay schedule can my employer make me use overtime hours week 2 to cover PTO time in week 1?

I'm on a Bi-weekly pay schedule in MN (company falls under FLSA guidlines). Anyway, I used 3 ours of PTO in Week 1 (worked 37hrs, Used PTO for 3hrs). In week two I worked 57.5 hours. When I turned in my timecard they wanted to apply 3 hours from the 2nd week to cover the 3 hours of PTO I used the week prior. I don't want to do that. I had plenty of PTO to use and I want to use it for week one. I wan't to be paid the full 17.5 hrs of Overtime from week two. Am I wrong? Can anyone point to a legal documentation that talks about this specific issue?
