I'm under 18 and I really want one of those bank cards that I can use on eBay and stuff. Is there a way i can get one?

I'm sure you can because I have one. I have a debit card and a cash card. The debit card can be used online. My parents helped set it up for me but I'm not sure if they have to. But i'm British so not sure if its different in Australia.
However, I think you have to be 18 years old to buy anything on Ebay.
