The greencard lottery (diversity visa lottery) is a lottery which takes place once a year for about a month, usually October. You need to have 12 years of schooling (US highschool equivalent) to enter. Citizens from countries from which many immigrants come to the US cannot enter. The diversity visa lottery website will tell you which countries those are.
You will need to have sufficient funds in order to get actually a visa and you won't receive any government assistance in any manner. You have to show sufficient funds to make sure you won't need to claim any government benefits for at least 5 years.
You do not get citizenship, you get a greencard, but you can apply for US citizenship after you lived a law abiding life in the US for 5 years.
Not every winner will get a greencard. There are more winners selected than greencards are available, since many will not be interested any more, lost their confirmation number or simply don't qualify.

The Diversity Visa Lottery (also called the Green Card Lottery) is a program where someone can sign up, and names are randomly chosen from the applicants who live in countries that don't have as many immigrants to the US as others do.
If chosen, the winner gets a green card, which is authorization to live and work in the US. It doesn't give you a job or a place to live, but with a green card you can find a job in the US, so that you can afford a place to live.

F you are on of the very few picked then that is just the start of the process............then comes many interviews etc etc.
IF you pass all that then you get a set period of time to make use of the green card and come to the USA.......at that point you are on your OWN, there is NO help no assistance and you can NOT claim for food stamps or any other government assistance including medical coverage.
So unless your family has a LOT of money saved up and some skills to come with then a green card would be of no use.
