Why are they charging Ariel Castro with only 7 counts of "gross sexual imposition"?

Why are they exaggerating the number of kidnapping charges and downplaying the number of "gross sexual imposition" charges? Once you look up what "gross sexual imposition" actually is, it doesn't take a genius to know that it took place a lot more often than 7 times in ten years.

Update:

Perhaps I am wording my question incorrectly. I was wondering why they are minimizing the number of counts of "gross sexual imposition" compared to the number of charges of kidnapping and rape.

    He's also being charged with over 90 counts of rape, when obviously there were many, many more, plus 3 counts of "aggravated murder" each of which can carry the death penalty.

    If he's only convicted of 1/10th of the charges against him, that's still plenty to put him away in prison long enough for nearly a century - assuming he's still alive after being put to death 2 or 3 times.

    It's like the Sandusky child molestation case. In the end they convicted him of like 3 dozen different charges but in reality there were probably many other occurrences with other victims. We'll never know the actual number but it doesn't matter. We found him guilty of more than enough charges to kill him.

    -Because already He's gonna get between 950 & 1,050 years behind Bars- ANYway. Do You really Think that adding Additional Charges is going to change anything much ?! :o
