Research universities (which offer bachelors, masters, PhDs, and professional degrees) spend a lot of money on research. That means they hire professors based on their research, not teaching ability, and expect them to spend most of their time doing research instead of teaching. That benefits the university (students get to do original research, professors being in grant money the university takes part of, the reputation of the school goes up) but also means they often have your classes taught by grad students, or by profs who don't like teaching or aren't good at it.
