I don't understand your question. If one goes to a college for a master's degree, can they get a bachelor's degree at the same time. If so, generally not unless you apply for an undergrad program as well. This is called a concurrent enrollment. It means that you do both undergrad and grad school at the same time and you get both.
If however you mean do they have programs in which they have programs for bachelors degree as well, then yes, normally a college deals with this type a degree. It is rare, that a college or university only deals with master degrees. I don't think one exists where it only deals with master degrees.

You have to complete a Bachelors degree first in order to qualify for entry into a Masters degree program.
Some schools offer combined programs where you complete the Bachelors and Masters consecutively in less time, but you still have to complete the Bachelors level requirements first before moving on to the Masters level work. This kind of program is uncommon.
