Does a man have parental rights if the child doesn't have his last name?

What if he's not listed on the child's birth certificate? What action would a man have to take in order to get parenting rights? What's the process and how long would it take? Could the mother deny him parental rights? Please help. Thank you.

Update:

So, would a DNA test be necessary then for parental rights then if the man isn't listed on the birth certificate? What if another man is listed on the birth certificate as the father but really isn't? Help please.

    Yes

    He's still the parent, just as he has an obligation to pay child support, he also has parental rights.

    It just takes a court order to get a DNA test.

    After that custody, child support, and visitation gets hashed out in court, largely coming down to who has money, lawyers, and isn't a proven dirtbag.

    Fathers have rights. Take her to Court for a DNA. If the child is yours indeed she can get child support but you have every rights to see the child. A mother is NOT a Judge, she cannot deny you visitations if she does you must get the Court's attention.

    men have no parental rights, even when he has a stable job and the mother is a junky prostitute.

    The law is pretty sexist when it comes to custody.
