What to do about a leaking gas pipe?

The house next door has been recently refurbished, but the utility channel which carries pipes between the house and street has been left open to the elements. A couple of weeks ago two blokes arrived and were digging dirt from the channel (said they were going to lay a concrete bed) and after they'd gone another man claiming to be an electrician arrived, asked about earlier workers. He then informed me he couldn't do his job of attaching a connection because the diggers had dug a hole into the gas pipe. He had bound it up for now, "but it needs the gas people to let in a length of pipe."

Who do I ask about this? I don't know who the owners are and cannot pay for the work to be done. The hole is bound with a bit of rag and is possibly quite dangerous. Is there perhaps an emergency service who can deal with this and prevent huge sudden damage?

Update:

Thanks very much indeed The Tank. I just called the emergency number you gave and an engineer will be here in about an hour to assess the situation. Thanks again Problem possibly solved.

If you think that there is a hole in a gas pipe then do not waste time wondering what to do. Call Gas emergency services. 0800 111 999 (This is a 24 hour emergency line).

Who owns the pipe does not matter in the slightest. If there is a possible gas leak then the explosion will be worse than worrying about "who owns the pipe".

The emergancy number is free and nobody will mind you calling. They would rather come and inspect the pipe even if they find there is nothing wrong than wait until there is a fire.

If this is in the UK gas pipes are the responsibility of the gas supplier up to and including the meter what you have described is the suppliers responsibility. go to the page Gas in the telephone directory and there will be a whole page that says DO YOU SMELL GAS ! phone the number tell then and say you THINK you can smell gas then they MUST inspect it for free.
