Is there a freeware similar to ZBrush?

I'm looking for a some program that works like ZBrush, but free due to licensing restrictions where I work. I don't need all the power and benefits of ZBrush, just very specific things like, being capable of deforming a model from 3D Max, paint on it and generate normal maps (normal bump). I don't need to model or ZSpheres, nothing like that (would be a plus, though), but the models will be low-poly from Max or ModTool.
