That sounds more like malware. Get Malwarebytes, update and run a full scan. Also get Adblock which is a free plug in for your browser.

Pop-up ads can be annoying. In some cases, they can even slow down your computer or come with harmful viruses and malware in their links. You don't have to pay for a pop-up blocker. You can block pop-up ads for free using standard privacy settings in your browser and free pop-up blocking software.
Blocking Pop-Up Ads in Internet Explorer
Open Internet Explorer. Click on "Tools" in the top menu bar, then select "Options." Choose the "Privacy" tab.
Locate the "Block pop-ups" option in the lower section of the Privacy tab screen. Click on the check box next to Block pop-ups to activate Internet Explorer's pop-up blocker. Click "Save" or "OK" to save the settings.
Download a free third-party pop-up blocker such as NoAds to add an additional layer of blocking protection against pop-up ads (see "Additional Resources," below, for the link). After downloading and installing NoAds, follow the on-screen instructions to set NoAds. The program will run in the background while browsing the web.
Blocking Pop-up Ads on Mozilla Firefox
Open up Mozilla Firefox. Click on "Tools" in the top menu bar, then select "Options." Locate and click on the "Web Features" button, which is usually located on the left-hand side of the Options window.
Locate the "Block Pop-Up Windows" feature in the Web Features window. By default in Firefox, the Block Pop-Up Windows option should be checked. Verify that the check box next to this option is checked. If not, select it to turn on the pop-up blocker. Click "OK" or "Save" to save the settings.
Download AdBlock Plus for Firefox for free from the AdBlock website (see "Additional Resources," below). This plug-in will automatically install into Firefox and block not only pop-up ads, but also the majority of ads that appear on websites.
