Looking for an inexpensive and progressive small city or town in the north?

Do you know of a good city/town with a population of about 10,000 to 100,000, that is inexpensive, low crime rate, moderate to liberal, diverse and not terribly cold (I'm thinking maybe more Northwest and Northeast) Thanks in advance :)

    Columbus, Ohio is has a very reasonable cost of living. Very low crime.
