If he put his stiff penis in her vagina and then he pulled it out then he is not a virgin anymore. Same if a girl let's a guy stick his penis in her vagina she's not a virgin anymore either. The guy doesn't have to ejaculate in her vagina to loose his virginity

The fact that he did not ejaculate is irrelevant. He penis was in a vagina. He is not a virgin.
