What's a good Water type for Pokemon Emerald?

I advise you Starmie, with these moves:
Starmie
Nature: Shy
Ability: Natural Cure
Item: Choice Specs
252atkspec 252vel
moves:
Hydro Pump
Ice Beam (against grass types and dragon types)
Thunder (against water types)
Psyshock
Here are the advantages of using Starmie:
high-speed;
-good defenses, which compensates the weaknesses of Starmie;
-excellent recovery move;
-a large movepool, which allows him to play different roles, offensive and defensive, and therefore to be unpredictable;
-it can learn Rapid Spin, which allows it to act as a rapid spinner;
-a great special attack
-is really fascinating, is not it? ;)
