The point?  He has to make sure the right assets are in the right place.  Not just for the strike but for any retalitory strike(s) that may happen.  

Heck, even a boxer gets into position first, aims his shots and then gets ready to defend himself.  Its not like you can snap your fingers and position a military force over night.
