It depends on how "whistle blower" is defined. A whistle blower is often in the eye of the beholder. A leaker isn't necessarily a whistle blower. There have been 6 leakers prosecuted under Obama, more than under previous presidents. However it is important to point out a few pertinent facts. First is the large number of people with access to sensitive information, working both for the government directly and for private contractors. The number of people is growing which means the number of potential leakers is growing. It is also easier then every before to leak information with numerous news and quasi-news outlets reading and willing to publish anything they can get their hands on. When the New York Times published the Pentagon Papers, it was after a deliberative process that doesn't exist in a lot of the so called news organizations today.
