How was this not considered nudity (at least partial)?

Question

In the Texas Chainsaw movie, towards the end, Alexandra Daddario had shown a good amount of b00bs. According to the rating for the movie, it was Rated R. The closest thing to nudity for why it was rated was sexuality/ sexual content. However, the movie rating did not say that there was any nudity in it. Even though she didn't show her n!ppl3s, this still should've been enough to at least be considered PARTIAL nudity. Why was this not considered that?

You don't seem to care about the intense violence and gore yet you're concerned over a pair of breasts? Calm down, dude. If go willingly went into an R rated movie about a Texas chainsaw massacre, then what are you expecting? Rainbows and unicorns?

I'm sure it got an R rating based on the violence but they may have thrown in there "brief" nudity which is usually less than a seconds worth of chest shot.

It has to do with how the ratings board defines nudity. They wouldn't give a movie an R rating just because someone wears a low-cut shirt.

I think most people would assume sexuality and sexual content has a strong chance of including nudity.  When nudity is listed, it's usually because there isn't sexual content to back it up.

partial nudity means topless or bottomless. if she was completely topless but still had her pants on then it would be partial nudity. you cant see nipples or anything, theyre just breasts -_-
