If Assad allows the International Community control of his chemical weapons?
Will he laugh and point fingers the next time they are used in Syria?

In a nutshell Assad is attempting to hold onto any power he can mustard in Syria. With the rebels against Assad, and the civil war escalating in his country; with insiders and mercenaries; its his only option. Russia is agreeing only in hopes of keeping Assad in power. If he leaves, Russia losses billions in investments. Obviously its advantageous for the USA, Syria and Russia to have the chemicals collected and destroyed.

I doubt the "international community" will be able to take control of his chemical weapons to begin with and if they did, it's unlikely they'll be used again on a large scale. The only force capable of using to the extent that 1,400 people were killed is Assad's government, with or without his permission.
Chemical weapons aren't something you can just capture and use at your whim. They are in many ways just as complicated as nuclear weapons. Various agents, catalysts, etc are required before mounting them on rockets, and there's also a time frame for which it'll be most effective. On top of that, effectively dispersing it is also a science of it's own. It's not like you are mounting a vat of toxic waste onto a rocket and shooting it.
I do think they will be used, and Assad will definitely say "I told you so" when the rebels use them on a smaller scale.

If Assad's chemical weapons are under U.N. supervision then I doubt the opposition would use theirs. LOL!

Perhaps in private. In public, he will condemn the terrorist rebels and use it as justification to draw professional foreign militaries into the conflict on his side.
