Did the NCAA change the celebration penalty in football?

I've seen several times this year where players will hold the ball out in front of them and high step into the end zone on a breakaway. I've also seen receivers either dive in the end zone or get up to goal line and fall in when scoring uncontested touchdowns.

I thought the NCAA had a rule that it would be a spot foul and the ball would be placed at the spot where the celebration took place.

Did this rule go away?

No, since the start of the 2011 College Football season, if a celebration penalty is committed (1) during a play that ended in a touchdown, (2) before the ball crossed the goal line, and (3) by the team that scored, the touchdown is nullified, and the 15-yard penalty is assessed from the spot of the foul.
