This is happening because some software is interfering with system start up. If you recently installed some software then try uninstalling that software
You can also try system restore option. Restore the system to date when it was working fine.
Best way to shutdown laptop is to use proper shutdown procedure within windows operating system.

you need to check your start up programs. a lot of times when you download a device it asks if you want to start the program when you start the computer.
