Which Photoshop should I buy?
I am trying to improve my photography.

Adobe Lightroom and Elements are wonderful products. Lightroom is good for image adjustment for photography, Elements is general purpose image editor which covers photography, graphics and general image manipulation (adding text, layering, compositing, special effects, ...). Lightroom easy to learn, Elements harder to learn.
Adobe Lightroom works well. Touch up tool and picture manager. Great for adjusting color and lighting levels. Intuitive work flow for touch ups. $73 from B&H.
Adobe Photoshop Elements. Will do everything Lightroom does and a lot more, although, the workflow is obtuse since it is a general purpose image manipulation tool. Great tool if you need more than basic editing. Requires a lot of learning (expect to feel comfortable with the program after year of learning). $53 from B&H Photo.
Adobe Photoshop. Expensive ($600) and Adobe is switching over to their cloud service with the CS suite which means you don't own the software. If you stop paying, the program won't work. You can still get CS6 outside of the cloud service. This will be the last version of Photoshop that you can own (as opposed to rent).
The Gimp (free). Does everything Photoshop does, but much slower and horrible user interface.
Irfanview. Limited adjustment and free.
XnView. Limited adjustment and free.
Picasa. Free.

If you actually want Photoshop, I would suggest at your price point, you consider Photoshop Elements.
Photoshop is around $600 to buy CS 6. You could also try Adobe Creative Cloud, but it's like renting software. On the upside you can get a 30 day trial.

Photoshop Elements is the one most people who are not familiar with the full Photoshop program buy. It sells for about $100.00 compared to $300.00 for Photoshop. Photoshop has a termendous learning curve. If your a computer wizz then you will probably want the full fedge program in a year or two.
