why wont my acura rsx increase rpm?

2002 Acura RSX Base model 157k miles 5 speed.

i probably replaced the clutch about 2 months ago.

so basically once i hit 4000 RPM the car wont accelerate anymore. no matter what gear im on. it wont go any faster than 4000 RPM. not even if i floor it. so the fastest my car can go is about 85 mph.

why is this happening? what causes it? what do i need to fix? and how much will it cost me?

    Why do you need to go above 85 in the US?

    It is either the ecu or a failing sensor. From basically free to $2000.

    Try checking your fuel filter
