Because its a strong standing tradition still for a man to ask a woman out. I do wish more women would just get off their asses and ask a guy they want to date.

1. She doesn't want to be the one paying for anything they do together.
2. Passivity is a female privilege. Men are the ones who should go out on a limb and having their approaches judged as adequate or Creepy.
3. They figure men are like buses: there's another one in 20 minutes. That's true enough with the man-unfriendly Anglosphere gender ratios these days.

I tried asking a guy out once - he looked at me like a was a pervert - that was the first and last time - not all guys are open to it.
