Sure you can. But if you have a restriction 02 code on your license I am assuming your are under 18, correct? If so, you have a problem. You must be 18 years of age to be eligible to purchase insurance for a vehicle. And only the owner of a vehicle can insure the vehicle. Got it? So yeah, you could buy a automobile but you could not insure it, therefore you could not legally drive the vehicle.
