Is there a job title in Hollywood for a person who comes up with ideas for movies and tv ?
Without having to write the script but able to collect income for coming up with the idea. If so, what is the name of that title?

Doubt it - we all have ideas - thousands of them. Ideas are worthless.
People who can sell ideas and turn them into something useful (e.g. a script) or something would be valuable. However there are probably a hundred books sent to publishers for every one that is published and for every hundred books published maybe only one TV show or film gets made.
If you want to know what sort of jobs are involved in the making of a movie why not read the closing credits of some movie. That's not an exhaustive list by the way but it gives you some idea of what jobs are available.
