A plan put forth by the pentagon to create false terrorist attacks to help sway public opinion about invading Cuba. President Kennedy turned it down and fired the guy who brought it to him. And they say the 9/11 conspiracy theorists are all nuts, when such an idea has been on the back burner of crazy CONs for nearly a generation.

Operation Northwoods was a plan proposed in March 1962 for the Kennedy administration to carry out fake terrorist attacks on cities in the USA, to be blamed on Cuba so that Kennedy would have an excuse to attack Cuba openly. But after the failure of the Bay of Pigs invasion, Kennedy lost his nerve and turned down the idea. But he promoted the person who proposed it, and made him the Supreme Allied Commander of NATO in January 1963, after the Cuban Missile Crisis in October 1962.
Operation Northwoods was evolved from the Bay of Pigs invasion, which Eisenhower turned down when he saw it, but Kennedy gave it the green light in 1961 and it failed miserably.
That angered Castro so that he invited the Soviets to start basing ICBM's in Cuba, which triggered the Cuban Missile Crisis in 1962.
To end the Cuban Missile Crisis, Kennedy had to withdraw the U.S. missiles he had in Turkey, before the Soviets finally withdrew their missiles from Cuba.
Then Kennedy portrayed himself as the hero, when actually he was the **** who caused the whole crisis in the first place.

FAIL The FACT is that the planning and preparations for the 9/11/2001 attack started during the Democrat CLINTON presidency, including terrorist pilots taking flying lessons in the USA and being reported to the government by alarmed flying schools all over the country. But for "some" reason, the Clinton administration failed to act on any of these reports of alarmingly suspicious activities, and a terrorist attack occurred against a major city in the USA because of it. It was a plan for the CIA to commit acts of terror on American cities and blame Cuba. This would leave the international community seeing Cuba as an aggressor and supportive of US retaliation.
