Foundation for dry skin?

I have super super dry skin on my face (mostly around my mouth and between my eyes). If I forget to take my vitamin d supplements every day, it gets incredibly bad. No moisturizers have helped, but Vaseline Intensive Care lotion keeps it from flaking, at least. I would like to use some makeup, however. I use a primer/firmer on my eyes, but if I try to use a concealer, it's like I didn't use the lotion at all. Ditto with the skin on my chin. It makes it look like my skin is just flaking off or peeling, like I had a sunburn, if I use anything other than the VIC lotion.

Anyone else have a similar problem and found a solution?
