Which 4/5 star Cairo hotels are best located on Nile near to bazaars but nice Nile position?

Depends on your budget, you have the Four Seasons and Intercontinental as well as the Sheraton. Those are probably the 5 Star ones I can think off. You might also want to check the Intercontinental or the Holiday Inn, their both located in City Stars. Which is Egypts biggest shopping center it also has a small section of Khan el Khali market inside the mall. It's also a very safe area.

You might want to try Sofitel hotel in ElGezirah. It has the best view of the Nile river because of its location and it is right in the heart of Cairo. The neighborhood is the best in downtown Cairo, very safe, and pretty clean. The only disadvantage is the long distance from all the big malls(Mall of Arabia in October city, City Stars center in Heliopolis/Nasr City, Sun City mall in Sheraton), but then again this is the issue with all Nile hotels and resorts.

all down town hotels are nice but very expensive this is hotel in nice area in Cairo very near downtown on the Nile and also not very expensive and you can Google the prices online to make sure
