Has anyone used an online essay writer? Are they reliable or just a waste of money? Is it plagerizing to use?

I've never used one.
The majority of them are scams, yes. Often those sites are in countries where English is not the native language, so even if you do receive something, it will be in such garbled English that you would quite likely literally laugh out loud. (Either that or bang your head against a wall because you paid money for that garbage.)
It may not be plagiarizing, but it *is* cheating to have someone else write essays for you. Most professors have seen it all before and will see straight off that 'your' essay came from an online essay mill. You could be expelled for that, you know.
