When Napolean (a 9 mo old pom) seems to get excited (like when he greets us) he makes a really cute sound, but I don't know if he's crying, whining, or singing for joy. What does that mean?

He wants your attention, or he is excited. If he wants attention, ignore the whining but if he is excited, do not play with him until he calms down and stop the whining. If you give him attention when it is whining, it will whine forever, and it gets annoying. Trust me.
