I don't know if by that you mean who were the most hard core, or something like that. Punk influenced the music I like, commonly referred to as Post-Punk, so I'm no expert. But, I did miss a Punk band that a lot of bands I like were heavily influenced by called Wire (link below). This is one Punk band I remember, that seemingly fits all the criteria for what people like in a punk band, but are hardly mentioned, if at all. They were called Fear, and the album was Fear: The Album.
