The "Q" has always had some questionable rulings.

Looks like they messed up big time not suspending him. I don't watch the QMJHL or familiar with the suspensions they give out but if it's anything like the NHL I would say somewhere between 3-5 games for a hit like that.
Based on the video it looks like Drouin was able to get off under his own power with no trainers around which might lessen the severity of the hit.
BQ: I'd take either over any Detroit mayor for the last 51 years.
