What about a 'Doctor Academy' like our military academies to train up more doctors?

We seem to be facing a doctor shortage...a federally funded doctor academy system could train up at least as many doctors as military officers. As there's nothing in the Constitution about military academies there shouldn't be a problem with a doctor academy.
