Does wolf whistling count as sexual harassment?
My neighbour is a really unpleasant and a little bit twisted individual. I would like to point out I am male he is male. I am in my early 20's he is in his 40's I presume. He does not like my family we have had various disputes over vehicles, dogs and other issues relating to my family. His family which is his two parents are also hostile. On the 23rd he had a dispute with my mum over him blocking our access out of the drive. He ended up swearing in front of another neighbour at my mum. Their is a long and nasty 12 year history between our families. Today I went to empty the bins and he saw me empty my recycling in the blue bin and wolf whistled at me. I then went out to our kennel where we keep my dads working dogs and he made a "Duh" sound at me implying I am thick despite the fact I am doing a two year HND in Animal Management. Does wolf whistling count as harassment that is what I am wanting to know. It may even constitute as sexual harassment. I live in the UK and would appreciate advice.
We have had it with these neighbours and have even had police advice.

Not in the circumstances you describe. Your local authority has a department dealing with nuisance neighbours. Contact them (they usually come under environmental health) and they'll send someone round to 'ave a word with him. If that doesn't work, you can go to court and take out an injunction against him, but that will cost.

How do you prove he is whistling at you ... it is not against the law to whistle.
This man is a coward all his actions are those of a coward. So I would knock on his door and say .... "Ok pal me and you outside we will fight this once and for all" When he comes outside, which I doubt, get in quick and kick him in the crutch as hard as you can. I would put him on his **** but I dont know your capability.
Sometimes people like him dont take note of nay other way.

Im pretty sure that "sexual harassment" is something that applies in the work place.
