What is the purpose of the little white plastic cap/cover inside a liquor bottle?

I've always wondered what that little white plastic cap/cover is for; the one that sits on top of the opening. If you're not sure of what I mean, let me explain....

So you open up the liquor (I.E : Jack Daniels or Crown Royal....the only hard liquor that I drink, and they both have this cap) bottle cap from the outside (just like on any 2 Litre soda pop plastic bottle), and what should be a clear opening is actually a white, plastic cap/cover that has slits in it.

I never understood what that's for. I imagine it's for pouring attatchments (I.E: liquor pour spout), but that's just speculation.

So....can anybody verify what the heck that plastic cap is there for? I've been drinking these two drinks for like 10 years now, and I still don't know. ;)

Update:

Oh yeah...and do *you* remove that white cap/cover? I'm just curious.

I think I'm on the same page. It is like a plastic net type thing that you can pour through? That is to control how fast the liquor pours out so you can get an accurate shot, and also, to let air back in the bottle so you get a smoother pour instead of huge glugs.

I always assume it was to prevent glugs as well, letting air in as liquid comes out. Or to discourage me from chugging vodka straight from the bottle.

I think it's to keep it sealed when in the store, I'm not entirely sure either haha.
