It's above normal (normal fasting being 70-99). I am considered diabetic with my fasting number almost always above 99 (but I also do not eat for several hours after waking which will drive the number upward) but never more than about 125. It basically means you've got insulin insensitive cells. You can try cutting way back on starchy carbohydrates (all breads, anything made with grains/flour, all root vegetables including potatoes, corn, rice), cutting down to only 1 fruit per day (the pulp and any edible skin is important to eat too), cut out as much as possible all sugary things including drinks; and get that daily exercise. If your fasting numbers remain about where they are or go higher after you do all that, it's not a horribly high number but you need to keep an eye on them (get an A1C test through your doctor annually) to make sure your average blood glucose isn't increasing with time. If the A1C does start to increase, your doctor will probably put you on Metformin pills to help your body deal with insulin-glucose.

Both are considered prediabetic. Basically there is a limit as to your body's ability to regulate your blood glucose levels and you're close to that limit. You can reduce the carbohydrate load by dividing your meals down into smaller but more frequent meals and by choosing lower glycemic alternatives such as stone ground whole grain bread instead of white bread. You can also reduce insulin resistance and increase glucose consumption with exercise.
Your Doctor should also be doing a HbA1c blood test as well as the fasting glucose test since the HbA1c test will give him an idea of what your average glucose levels are.

How low? Was it on the low end of normal? One abnormal non-fasting random blood sugar test is not enough to diagnose anything. No, it is not likely to be diabetes because diabetes causes high blood sugar levels Some people say that there are lows before it becomes high, but that's not the typical pattern.
