Is looking too young reasonable suspicion to pull someone over?

I live in the state of California, and I believe under California law, it's illegal to bike without a helmet if you are under 18, if you are over 18, then it's legal. If for example, I was riding a bike without my helmet and an officer looked at me and figured I "looked young" would that be reasonable suspicion to detain me and ask for ID?

Update:

And also, lets just say that I didn't bring my ID (Left my wallet home) and it's only illegal if you drive a car without your license, so how would they prove that i'm not 18?

Update 2:

But i'm over 18, they would have arrested me for no reason/given me a ticket for no reason, so could I challenge that in the court and not have to pay the ticket?

    the police would ask your name age and place of birth

    and check you on there computer
