Under what circumstances might your enemy ask you for food or water (Rom 12:20)?

That means be good to him and pray for him.
Also, say he tries to start a fight with you. You turn the other cheek and forgive him. This is what Jesus teaches us to do.
God bless you!!! John 6:35 says, Jesus said to them, “I am the bread of life; whoever comes to me shall not hunger, and whoever believes in me shall never thirst.

Enemy doesn't have to mean - someone that you are trying to kill. It may mean just someone you are at odds with in the office? Or that person at Church that steals YOUR parking space each week. Or that lady at the drive-through ATM that takes an hour to complete her transaction.
Showing mercy, love and compassion are CHRIST-like attributes that we are all required to gain in this life.
Becoming like God, by imitating His Love and actions - as best we might - through our human attempts and aided by Grace.
People often say: "Why doesn't God just help all of the sick, old, mentally ill, etc." The answer is that we who are God's, need something to do. If we love each other - real love - then we will help one another. Anything else, is just words or warm sentiment - but has no depth or reality.

Like “fiery coals,” acts of kindness can warm the hearts of opposers and perhaps melt down their hostility. Kind actions can win people over to a more favorable attitude toward Jehovah’s people and the Bible message they preach. The apostle Peter wrote: “Maintain your conduct fine among the nations, that, in the thing in which they are speaking against you as evildoers, they may as a result of your fine works of which they are eyewitnesses glorify God in the day for his inspection.”—1 Pet. 2:12.
Be patient. People have different temperaments and levels of maturity. Some take more time to cool down; others are still learning to display godly qualities. Keep on showing them kindness and love. “Do not let yourself be conquered by the evil, but keep conquering the evil with the good,” says the Bible.—Romans 12:21.
To make peace with others, we need to work to display humility, insight, patience, and love. But peaceful relations are surely worth it!

In this day and age, I think it would be referring to anyone who is "hateful" towards you. For a Christian, it is the position you take towards others. This "Religion & Spiritual Y/A site is full of "venomous snakes" who want to strike out against us Christians. We have to keep that particular scripture in mind when posting on here.
A Christian should display forgiveness towards people who act out in anger or rage, even though they do not even ask you to pardon them. I myself will do whatever I have to do to keep my relationship intact with Jesus. I will pray for the rude person, forgive them, and if necessary, try to avoid them when they are ugly. What else can you do ? At least I haven't been stoned like Steven was. Peace with God is my number 1 priority. I won't let Satan take that from me.

It doesn't say they are asking for it. It simply says if they are hungry feed them and give them drink. The teaching is very simple... Do what you can to take care of the need of those around you, even if they are your enemy.

In war. The aid that is given to all those countries that call the West, Satanic, but still come here for immigration and send their kids to schools here. Also the prisoners, who kill and rape and steal, are given mercy etc. In the Christian life, it could be ungrateful kids, or family members or people who have hurt us, and are still part of our environment.

That would be up to the mercy of the person giving it and the situation. As Christians, they should expect it from you. but every situation is different.
