Ask your vet. They actually make a prescription food that is specifically formulated for dogs with diabetes. Given, it is a little pricey but who can put a price on love? Seriously though speak to your vet and see if you can get a hold of this prescription food or if there is something else out there that does relatively the same thing.

Low glycemic foods are generally best when your vet gives you permission to feed non-prescription foods.
A vet in my area recommends Dogswell Nutrisca. Other, similar brands include Precise Grain Free, Nutrisource Grain Free, Canine Caviar (the chicken or lamb with millet), or Natures Logic.
It is best to avoid most grain free foods since they are usually potato based and potatoes have a high sugar content. Look for high meat content ( but not over 30% in a dry food), low sugar options. Avoid white rice, potatoes, and tapioca. Instead choose millet, legumes, or green pea. Add water if the protein is too high. The goal is to reduce sugar and balance out protein, fat, and carbs.

A grain free, low carbohydrate food such as Orijen or Artemis Maximal. Much as I admire most vets, they are the last people I would ask about nutrition issues.

Go to the pet shop and see if they have a plain one with nothing that could effect him in it

Just make it easy on yourself and ask your vet. They are the ones that would know best.
