He that killeth a man shall be put to death? Explanation?

I get the quote. But if we are not allowed to kill people, then who is in charge of executing the murderers? Wouldn't that make the executioner a murderer too? Then he would have to be put to death, and so on.

    No, just the opposite.

After the fall of man God ordained certain institutions to govern and direct man, one of those is the government. No authority on earth is given without God's authority. The Bible says that if a man shed's innocent blood then by man shall his blood be shed.

When God gave the command that the murderer should be put to death, by doing so He instituted civil government. It is wrong for an individual to take the law in his own hands. The 6th commandment says "Thou shalt not kill", that forbids murder, but that doesn't apply to the civil government when they have to execute someone for murder. Another time when it is necessary to kill is in a war of defence.

3 For rulers are not a terror to good works, but to the evil. Wilt thou then not be afraid of the power? do that which is good, and thou shalt have praise of the same:

4 For he is the minister of God to thee for good. But if thou do that which is evil, be afraid; for he beareth not the sword in vain: for he is the minister of God, a revenger to execute wrath upon him that doeth evil.

I'm glad you said murderers. An executioner of the guilty often has to undergo spiritual cleansing, same with soldiers who have killed in battle, one who has killed defending one's self or family.

Religious texts are full of contradictory and illogical passages like that written by ignorant peasants from long ago and passed off as enlightenment. Killing someone does not show enlightenment but is purely barbaric, like religion, unless it is done because it is absolutely necessary for self defense.
