Can I get herpes without being sexually active?
I really need help with this and don't want to go to a doctor unless absolutely necessary.
I have small white bumps around the outside of my vagina and they're itchy and painful.
I have never had sex, never performed fellatio, haven't been kissed in about 5 years and I've never even touched anyone's genitals.
Do I have genital warts or herpes or what?

You're not likely to get genital herpes with out having oral sex or intercourse with some one that has it. The chances of getting herpes from an object or toilet seat is very small.
Could be some cysts, forcyd spots or in grown hairs.
The only type of herpes you could get with out having intercourse or oral sex is oral herpes, this causes cold sores and fever blisters on the mouth. Also you could get chicken pox (which is typically passed on during child hood) this is caused by herpes zooster.

You should go. Could be a rash, herpes. Not like hsv2 but if u have hsv1 cold sores, touch your lip or nose whenever you get cold sores then touch your vajanga then you can transmit it.

Its possible if you've been in contact with someone with herpies. You might just have a yeast infection.
