Yes, they have been in progress of phasing out the green layout in favor of the new purple layout for the past few months. Some countries have only gotten the new site recently.

You could try http://in.answers.yahoo.com/ or http://malaysia.answers.yahoo.com/ for temporary access to the green format, but the switch is inevitable.

Yes, they have. I am having trouble following & keeping up to date myself. It is supposed to be "progress", so it is harder going!
