it is said everywhere that the game itself is locked at 30fps
but den too for some devices its lagging and vice versa..

Yes.Most probabily it will.Its an alienware
Alienwares are meant for gaming.The specs config is awsome (though you dint mentiin the graphic memory,i guess it will be enough).
The processor complements your graohic card and ram.I dont think you should face lags while running in high graphic settings.Just be sure to use your laptop on a solid surface even though the heatsink of alienware is best in its class.

It's always difficult to run high end games on a laptop i suggest you play high end games only on PC or any consoles they're the best for gaming purposes
