What are the black tape strips on street signs in the USA?

I've noticed on street signs (and even on other objects like plastic poles for underground cables), there are small black tape strips, maybe 2 inches long.

What's the purpose of these tape strips? Why are they there? Are they all over the USA? I'm in NC.

    Got me on that one. I have to agree that I'd need to see a picture to understand what you want to know. I just checked and I can not find any reference to the black stripes you mentioned and can't remember ever seeing them.
